
You will be very sad and distressed to know that the government of Jammu and Kashmir has cleared an ex-Gratia to next of kin of 17 persons, including Hizbul Mujahideen militant Burhan Wani’s brother, who were killed in militancy-related incidents in the Valley.
You should note that Wani’s brother was killed by security forces in an encounter in south Kashmir’s Kokernag area on 8 July this year which is responsible for the chaos and unrest in the Valley, and has led to the killing of as many as 86 people in total.
As per a notification issued yesterday by Deputy Commissioner Pulwama, the ex-gratia relief under the rules has been cleared by the District Level Screening-cum-Consultative Committee (DLSCC) in favour of next of the kin of those people who have died in militancy-related incidents.
The list contains a total of 17 names of people who died in the militancy-related incidents, one of them being Khalid Muzaffar Wani, Wani’s brother, who died in the firing done by security forces in the Buchoo forest area of Tral on April 13th, 2015.
The meeting of the DLSCC took place under the chairmanship of the Deputy Commissioner, Pulwama, Muneer-ul-Islam, on November 24th. The deputy commissioner has said that if any objections are to be raised in this regard, they must be done within seven days before the formal orders will be notified.
As per these rules, an ex-gratia of Rs. 4 lakhs is sanctioned in such matters. Army has said that Khalid was an over-ground worker of Hizbul Mujahideen and was killed in an encounter. However, the locals say that he had absolutely no nexus with the militancy.
